Each player rolls their own set; when one player goes out, the team counts its remaining tiles as negative points. The instructions urge players to roll the dice fast; this doesn’t appear to be strictly necessary, but it will certainly reduce downtime (excepting the time spent looking for the dice under the couch after a quick uncontrolled toss).
No, there’s no skill involved. However, it’s a little quirky that going out doesn’t automatically make you the winner, since it’s team scoring.
