Dartmouth University’s Tiltfactor Lab creates both analog and electronic games addressing social issues, as well as games addressing the creative process of game design itself. The lab is headed by Mary Flanagan, a Sherman Fairchild Distinguished Professor in Digital Humanities, and author of Critical Play: Radical Game Design.

A recent release is POX: The Board Game, a board game on the struggle between the spread of disease and immunization. Naturally it shares some features with Pandemic, but POX is a more focused game dealing with a specific subject; think of it as Pandemic-lite, perhaps. (source, interview)

Another analog game is Vexata, an intriguing looking board game with changing rules that “teaches game literacy”. The game is “coming soon”.
