1st & Goal is a football board game from R&R Games. (I previewed it for you from Toy Fair as Pigskin but, as you can see, it looks much better now in final form.) The game isn’t exactly a simulation but it does have players pick specific plays and the results it produces do depend on how those plays compare. Available play choices come from offense and defense card decks. Comparing the two tells the players what type and how many dice to roll to find out what happens.

Expansion packs are available in six league “divisions”, each with sets of seven dice customized for the strengths and weaknesses of four invented teams.
